ADC Demands Clarity on Nigeria–US Health MoU Amid Allegations of Religious Bias

The African Democratic Congress (ADC) has called on the Federal Government to release full details of the Nigeria–United States health Memorandum of Understanding (MoU) amid concerns that the agreement may contain elements of religious bias that conflict with Nigeria’s constitutional provisions.

The five-year health cooperation agreement, reportedly valued at several billion dollars in funding commitments, is aimed at strengthening Nigeria’s healthcare system, including disease surveillance, primary healthcare delivery, and emergency response. However, the ADC said conflicting official narratives from Nigerian authorities and the US Embassy in Nigeria have raised red flags over the pact’s true scope.

According to the opposition party, while the Nigerian government has described the MoU as inclusive and technical, US statements appear to emphasise support for Christian faith-based health institutions, a framing the ADC says could undermine religious neutrality and national cohesion. The party also expressed concern over clauses allegedly allowing the US to suspend or withdraw funding, urging transparency on all terms and annexes of the agreement.

The ADC urged the administration of President Bola Tinubu to publish the complete MoU, clarify whether any provisions favour specific religious groups, and reassure Nigerians that the agreement aligns with the 1999 Constitution, which prohibits discrimination on religious grounds.

The controversy adds to ongoing debates over foreign-funded health interventions and the need for accountability, transparency, and equity in international partnerships, especially in a religiously diverse country like Nigeria.
