ICPC arraigns civil servant for manipulation of FG’s salary software

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has arraigned Mrs. Moses  Esther for allegedly forging her posting letter and unlawfully manipulating the Integrated Personnel and Payroll Information System (IPPIS) to continue receiving salaries while under suspension.

Mrs. Esther was arraigned on Monday before Justice Yusuf Halilu of the Federal Capital Territory (FCT) High Court on a three-count charge filed by the ICPC.

The Commission alleges that the defendant forged a posting letter dated 20th January 1998, with Reference No. HCSF/CMO/EMD/AOD/013/1/30, supposedly issued by the Office of the Head of Civil Service of the Federation.

Further investigations by ICPC revealed that all documents submitted by Mrs. Esther—including her posting instruction, gazette, appointment letter, and confirmation letter—were falsified. At the time, she held the position of Principal Administrative Officer in the Federal Ministry of Humanitarian Affairs and Disaster Management.

The Federal Civil Service Commission verified that there were no such records in its database.

Additionally, Mrs. Esther allegedly failed to respond to an invitation from a committee established by the Head of Service to investigate the authenticity of her posting. This led to her salary being suspended in November 2021, pending the outcome of the investigation.
