The Nigerian Communications Commission says the roll-out of Fifth Generation (5G) services will begin in August.
The NCC also issued final letters of award of the 5G Spectrum Licences to MTN and Mafab Communications, who emerged winners of 3.5 gigahertz (GHz) spectrum auction conducted in December last year.
A statement signed by the Director of Public Affairs at the NCC, Dr Ikechukwu Adinde, said the licensees would commence the roll-out of 5G services, effective from August 24, 2022, in line with the terms and conditions of the 5G licence.
The Executive Vice Chairman of the Commission, Prof Umar Garba Danbatta, confirmed the issuance of the letters of licence of awards to the Board of Commissioners at the Board’s Special Meeting, which took place in April.
According to the statement, the deployment of the 5G network will usher Nigeria into a more robust Fourth Industrial Revolution (4IR) and a more digitised Nigerian economy among the comity of nations.
The statement added that the 5G network, when deployed, would bring a lot of benefits and opportunities that would engender accelerated growth and smart living in the country.
Also, the technology is expected to bring substantial network improvements, including higher connection speed, mobility and capacity, as well as low-latency capabilities.
Following the auction of 3.5GHz on December 13, 2021, the National Frequency Management Council (NFMC), chaired by the Minister of Communications and Digital Economy, Prof. Isa Ali Ibrahim Pantami, had, on February 22, 2022, officially handed over the spectrum allocation for 5G deployment, as well as Federal Government-approved National Policy on 5G to the Commission.
Subsequently, the Commission, on February 24, 2022, confirmed the full payment of $273.6m each by the two spectrum winners, in addition to the spectrum assignment fee paid by MTN for the 5G spectrum licence.
The NCC said while the licensees were expected to meet the timetable regarding their 5G network rollout obligations, there was a need for collective efforts and support of the private sector and government toward transforming every aspect of the nation’s economy through 5G.
It stated that the 5G spectrum would herald greater transformation than what the nation witnessed with the 1G, 2G, 3G and 4G.
Naira redesign without National Assembly approval illegal, says Falana
Only the approval by President Muhammadu Buhari for the ongoing redesign of some naira notes is not sufficient to give the project a legal stand, human rights lawyer Femi Falana has said.
He said the approval of the National Assembly was necessary, without which the effort could be declared illegal if challenged in court.
On November 23, Buhari unveiled the new currency notes at the state house, Abuja.
The redesigned naira notes are expected to be in circulation on December 15.
Godwin Emefiele, governor of the Central Bank of Nigeria (CBN), on October 26 announced the plan to redesign the naira to control money supply and aid security agencies in tackling illicit financial flows.
Minister of Finance, Budget and National Planning, Zainab Ahmed, said her ministry was not carried along.
Falana, in a statement on Sunday, said the President’s endorsement of the CBN’s naira redesign policy was not legally sufficient.
He said the President should have presented a “money bill” to the national assembly to seek approval for the funds used for the project.
Falana said the expense is not captured in the 2022 budget, adding that the President must comply with the provision of section 59 of the 1999 constitution (as amended).
“Thr official endorsement is not sufficient as the president is mandatorily required to present a money bill to the national assembly for the withdrawal of the billions of naira from public funds earmarked for the printing of the new naira notes,” the statement read.
“Specifically, section 59 of the constitution requires ‘an appropriation bill or supplementary bill including any other bill for the payment, issue or withdrawal from the Consolidated Revenue Fund or any other public fund of the Federation of any money charged thereon or any alteration in the amount of such payment, issue or withdrawal.
“Since the fund for the printing of the new naira notes is not captured in the 2022 appropriation bill, the President is advised to prepare and present a supplementary bill to the national assembly to authorise the withdrawal of public fund from any account of the federation for printing the new naira notes.
“Otherwise, the printing of the new naira without appropriation by the national assembly may be declared illegal and unconstitutional if it is challenged in a court of competent jurisdiction.”
As Abuja-Kaduna train resumes operations today, IGP deploys specially armed police
More than eight months after the popular Abuja-Kaduna passenger train service was suspended, it will resume operations today (Monday) December 5 with the Inspector-General of Police, Usman Baba, ordering the deployment of specially armed personnel along the corridor to safeguard the area.
Spokesman for the Nigeria Police Force Olumuyiwa Adejobi, in a statement on Sunday, said the security operatives would be drawn from the police mobile force, K-9, force intelligence bureau, explosive ordinance unit and railway police command.
Terrorists attacked an Abuja-Kaduna passenger train on March 28, 2022, in which about eight persons were killed and 63 declared abducted. The abducted persons were later released in batches over a period of time.
Adejobi said the Nigeria Police Force had been in regular talks with the Nigerian Railway Corporation (NRC) and other security agencies in preparation for the commencement of operations.
“The deployment covers major railway stations along the route and operational coaches to provide adequate security for passengers, their property and the entire service in order to prevent any unforeseen incident,” he said.
The police spokesman also said the IGP had assured the public, especially intending passengers, of adequate protection of lives and property.
He quoted the IGP as saying that all hands would be on deck to fortify the railway services along the route and other rail lines across the country.
The Federal Government had said operations would resume on the corridor last month. However, there was a delay in bringing the plans to fruition.
The FG, in its latest schedule, drew up another timeline for resumption.
Managing Director of the NRC, Fidet Okhiria, said in a statement on Saturday that the first train would depart Rigasa train station in Kaduna to Abuja by 8:00 in the morning while from Abuja, the first train would depart Idu train station to Kaduna by 9:45 in the morning.
As part of the new security measures, according to him, it is now mandatory for passengers to present their National Identity Number and valid boarding ticket before they will be allowed to board the train.
