FG Signs $9m US Lobbying Deal to Boost Support for Counter-Terrorism, Christian Protection
The Federal Government has entered into a $9 million lobbying agreement with a United States firm, DCI Group, to communicate Nigeria’s efforts to protect Christian communities and sustain US support for counter-terrorism operations.
Documents filed with the United States Department of Justice show that Aster Legal, a Kaduna-based law firm, engaged DCI Group on behalf of the Office of the National Security Adviser (ONSA), headed by Nuhu Ribadu.
The agreement, executed on December 17, 2025, was signed by Oyetunji Olalekan Teslim, managing partner of Aster Legal, and Justin Peterson, managing member of DCI Group.
Under the contract, DCI Group is to assist the Nigerian government in “communicating its actions to protect Nigerian Christian communities and maintaining US support in countering West African jihadist groups and other destabilising elements.”

The initial term of the agreement is six months, ending on June 30, 2026, with an automatic extension for another six months unless terminated. Either party may withdraw from the contract without penalty by giving 60 days’ written notice.
Financial disclosures indicate that Nigeria paid $4.5 million to DCI Group as an upfront six-month retainer. The contract provides for a monthly retainer of $750,000, covering professional fees and expenses, to be paid in two six-month instalments of $4.5 million each.
The lobbying engagement comes amid deepening security cooperation between Nigeria and the United States, particularly in efforts to counter terrorism and jihadist insurgency in West Africa.
On Christmas night, US forces carried out airstrikes in Sokoto State, targeting militants linked to the Islamic State and the Lakurawa jihadist group, which authorities say has collaborated with local armed bandit networks.
The development follows a period of diplomatic tension after allegations of widespread violence against Christians in Nigeria. US President Donald Trump had described the situation as “genocide,” a claim the Nigerian government strongly rejected, insisting it remains committed to protecting all citizens regardless of religion.
