The Federal Government (FG) has cautioned state governments against engaging in peace negotiations, ransom payments, or informal dealings with bandits and kidnappers, warning that such actions undermine national security and embolden criminal networks.
The warning was issued by the Minister of Defence, General Christopher Musa (rtd), who reiterated that the FG maintains a firm policy against negotiating with bandits or paying ransom for abducted victims. According to him, yielding to criminal demands only strengthens armed groups and prolongs insecurity across the country.
He stressed that Nigeria’s fight against banditry, kidnapping, and other violent crimes must be driven by a coordinated national security approach, anchored on intelligence-led operations, sustained military pressure, and effective collaboration among federal and state authorities.

The FG’s position comes amid reports of some states and local communities exploring peace deals with armed groups as a response to prolonged attacks, especially in parts of the North-West and North-Central regions. Security experts, however, warn that such arrangements often offer only temporary relief while allowing criminal groups to regroup and expand their influence.
Government officials noted that the release of suspected criminals or payment of compensation under the guise of peace efforts weakens the rule of law and sends the wrong signal to perpetrators of violence.
While acknowledging the hardship faced by communities affected by insecurity, the FG urged citizens and state authorities to support security agencies rather than pursue parallel negotiations. It also encouraged timely reporting of security threats and cooperation with law enforcement to dismantle criminal networks.
The Federal Government reaffirmed its commitment to restoring peace nationwide through lawful means, insisting that lasting security can only be achieved by confronting criminality decisively and collectively.
