The Joint Admissions and Matriculation Board (JAMB) has announced that Persons With Disabilities (PWDs) will enjoy free registration for the Unified Tertiary Matriculation Examination (UTME) as part of its commitment to inclusive access to tertiary education in Nigeria.
The initiative, coordinated through the JAMB Equal Opportunity Group (JEOG), is designed to remove financial barriers that often limit access to higher education for candidates with special needs. JAMB said the policy ensures that qualified PWDs are not excluded from the admission process due to the cost of UTME forms.

Speaking on the development, JAMB Registrar, Prof. Ishaq Oloyede, explained that the move aligns with the Board’s broader goal of promoting equal educational opportunities for all Nigerians, regardless of physical or learning challenges.
According to JAMB, beneficiaries of the free UTME registration include candidates living with visual impairment, hearing impairment, autism, Down syndrome, dyslexia, and Attention Deficit Hyperactivity Disorder (ADHD), among others. Eligible candidates are, however, required to possess at least five O’Level credit passes, obtained in not more than two sittings.
Beyond the waiver of application fees, JAMB also disclosed plans to provide audiobooks and other supportive learning materials for blind and visually impaired candidates to aid their preparation for the examination.
The Board reiterated that the policy reflects its ongoing reforms aimed at making the UTME process more inclusive, fair and accessible, while encouraging PWDs to fully participate in Nigeria’s higher education system.
