A deadly Russian missile strike on the eastern Ukrainian city of Dnipro has left four people dead and 40 others injured, local officials confirmed on Monday, escalating tensions amid renewed international efforts to negotiate an end to the Russia–Ukraine war.

According to a BBC report, videos circulating online showed the moment of the explosion and its aftermath, including crushed vehicles, shattered shop fronts and a heavily damaged office building. The city, located about 100km from the front line, has endured repeated bombardments since Russia launched its full-scale invasion in February 2022.

The latest attack came on the eve of a high-level meeting in Moscow between US special envoy Steve Witkoff and Russian President Vladimir Putin, part of ongoing diplomatic initiatives aimed at broker­ing a workable peace framework. Witkoff, who has met Putin several times this year, is yet to visit Ukraine.

Just a day earlier, a Ukrainian delegation held talks in Florida with Witkoff, US Secretary of State Marco Rubio, and former White House adviser Jared Kushner. Ukrainian President Volodymyr Zelenskyy described the meeting as “very constructive,” though he acknowledged that significant challenges remain. Rubio called the discussions “productive,” while emphasising the need for continued negotiation.

The Florida meeting marked the latest phase of intense shuttle diplomacy engaging both Russia and Ukraine, but major sticking points persist. Russia continues to demand that Ukraine withdraw from remaining parts of the Donbas region — a condition Ukraine rejects outright.

“If they don’t withdraw, we’ll achieve this by force of arms,” Putin warned, while Zelenskyy accused Moscow of undermining genuine peace efforts.

Security guarantees for Ukraine remain another unresolved issue. Kyiv and its European allies insist that robust protections — including the prospect of NATO membership — are essential to prevent future Russian aggression. Russia strongly opposes this, and US President Donald Trump has also ruled out Ukrainian accession to NATO.

Zelenskyy is currently in France for discussions with President Emmanuel Macron, before heading to Ireland on Tuesday in search of additional European support.

European leaders have voiced growing concern that Washington may be drifting closer to Moscow’s negotiating stance, potentially sidelining European input in critical peace negotiations.

The Dnipro strike has intensified calls for stronger international involvement as diplomatic efforts continue under mounting pressure.
