Senate Unveils National Counter-Terrorism Strategic Plan 2025–2030 to Strengthen Nigeria’s Security

Senate President Godswill Akpabio has called for a shift from short-term reactive measures to long-term strategic planning in addressing insecurity, including terrorism, kidnapping, and organized crime in Nigeria.

Speaking at the launch of the National Counter-Terrorism Strategic Plan 2025–2030 at the National Counter-Terrorism Centre in Abuja, Akpabio emphasized that security requires the collective effort of government, citizens, communities, traditional institutions, the private sector, and international partners.

“This Strategic Plan translates intent into action and action into measurable results,” he said, stressing that security is not the duty of government alone.

The plan promotes a whole-of-government and whole-of-society approach, focusing on institutional transformation, upgrading security architecture, improving national resilience, and expanding domestic and international security alliances.

Akpabio highlighted three core pillars:

  1. Strengthening National Resilience – Through early warning systems, community intelligence, and rapid reaction capabilities to empower citizens as active security partners.
  2. Modernization and Technology Integration – Utilizing drones, cybersecurity, data analytics, and integrated command centers to counter emerging threats.
  3. Regional and International Cooperation – Including cross-border intelligence sharing, joint operations, and coordinated efforts to combat terrorism, human trafficking, and cybercrime.

He also called for private sector involvement, noting that government resources alone cannot meet the technological and capacity demands of modern security systems.

To ensure accountability, the Senate will provide oversight, maintain financial discipline, and require demonstrable performance metrics.

The National Security Adviser, Mallam Nuhu Ribadu, represented by the National Coordinator of the National Counter-Terrorism Centre, described the plan as a roadmap for Nigeria to prevent, disrupt, and combat terrorism using coordinated, integrated, and inclusive strategies.

The plan identifies nine strategic priorities, including intelligence analysis, legal support, Preventing and Countering Violent Extremism (P/CVE) programs, regional cooperation, institutional capacity building, and funding mobilization, all anchored in measurable indicators of impact and accountability.

Akpabio concluded, “This plan is more than a document—it is a promise that insecurity will not define our national identity. Together, we can build a secure, united, and prosperous Nigeria.”
