Ukraine president Zelensky invites Tinubu on state visit

President of Ukraine, Volodymyr Zelensky, has invited Nigeria’s president-elect, Bola Tinubu, on a visit to his country

He also congratulated Tinubu on his recent victory at the poll and stressed the need for Ukraine to strengthen cooperation with Nigeria.

A statement signed by Tinubu’s spokesman, Tunde Rahman on Thursday, quoted Zelensky as saying “despite extremely difficult testing times, caused by the full-scale armed aggression of Russia against our State, Ukraine is determined to further strengthen cooperation with Nigeria at the bilateral level and within the framework of international organizations.

“We are grateful for your country’s support of the Resolution of the General Assembly of the United Nations Organization “Principles of the UN Charter underlying a comprehensive, just and sustainable peace in Ukraine.

“I count on the active participation of Nigeria in its practical implementation.

“We see the further provision of global food security, of which Ukraine was and remains a reliable guarantor at the global level, as an important direction of cooperation.

“The fulfilment of this task will be facilitated by the successful implementation of the Ukrainian initiative “Grain from Ukraine”, which is designed to significantly increase the supply of grain to African countries in order to prevent famine.

“Taking this opportunity, I invite you to pay an official visit to Ukraine at a time convenient for you. I am confident that your visit will strengthen the dialogue between our countries and contribute to the further consolidation of joint efforts of the international community aimed at solving the urgent challenges of today, in particular the crisis situation caused by Russia regarding the guarantee of world food security.”

Senate rejects Buhari’s water bill immediately after his tenure

The Senate, on Tuesday, rejected the controversial National Water Resources Bill, 2023 after it was listed for concurrence on the order paper for consideration and passage.

Former President Muhammadu Buhari had in 2017 presented the controversial bill to both chambers of the National Assembly, which seek to transfer the control of water resources from the states to the Federal Government.

The bill sought to establish the National Council on Water Resources, Nigeria Water Resources Regulatory Commission, River Basin Development Authorities, Nigeria Hydrological Services Agency, and the National Water Resources Institute.

The proposed bodies, if established, were to “provide for the regulation, equitable and sustainable development, management, use and conservation of Nigeria’s surface water and groundwater resources.”

The rejection of the bill on Tuesday by the Senate put an end to the controversy generated by the bill among governors and federal lawmakers majorly from the southern part of the country.

When the bill was read for concurrence on the floor of the Senate, Senator Gabriel Suswan from Benue North-West raised Order 85 of the Senate Rules, which provides that senators must have full details of the provisions of any bill coming for concurrence.

Senator James Manager from Delta South, who seconded Suswan, stressed the need to have details of the bill since provision was made for only the title of the bill.

Senate President, Ahmad Lawan, later ruled in favour of the rule cited.

The Senate, thereafter, withheld concurrence to the bill, having ruled in favour of those who opposed it.

It would be recalled that the House of Representatives had passed the bill in 2020 amidst suspicion by members and the general public.

Before the passage, Chairman of the House Committee on Water Resources, Sada Soli, said the then Minister of Justice and Attorney-General of the Federation, Abubakar Malami (SAN), as well as commissioners for justice and attorneys-general of the 36 states of the federation, had been consulted and the opinions received would be attached to the bill and distributed to all members.

Tribunal shifts hearing of Atiku’s suit against Tinubu over INEC’s failure to supply materials

The Presidential Election Petitions Court was on Tuesday forced to shift hearing in the petition of Atiku Abubakar and the Peoples Democratic Party(PDP) over lack of documents from 11 local government areas of Kogi State.

The five-member panel of justices presided by Justice Haruna Tsammani shifted hearing in the petition to enable the PDP obtain the documents expected from the Independent National Electoral Commission (INEC).

Earlier, counsel to the PDP, Eyitayo Jegede (SAN) had sought to tender forms EC8A from 10 out of 21 local government areas of Kogi State to establish the petition against President Bola Tinubu.

The exhibits mainly documents used for the February 25 presidential election are those from Ankpa, Dekina, Idah, Ofu, Olamaboro, Yagba East, Yagba West, Kabba-Bunu, Igalamela Odolu and Kogi.

Although, the schedule of documents to the effect was filed along with the exhibits, the court however noted that tendering such sensitive exhibits at piece meals would not be of any help especially in marking and numbering them.

Jegede, however, blamed the INEC for deliberate refusal to supply his client with the vital documents.

He said Atiku and the PDP had paid N6 million for the supply of certified true copies of the exhibits but INEC failed to provide them.

Jegede explained that to save the situation, the legal team had to subpoena top INEC officials to bring the required documents before the court.

He later requested for a 24-hour adjournment to enable him approach the electoral body to do the needful.

Following no objections from counsel to respondents, INEC represented by Abubakar Mahmud; Tinubu, Chief Wole Olanipekun; and the APC, Lateef Fagbemi, all Senior Advocates of Nigeria, the panel shifted the matter.

Earlier, the panel admitted the document of discontinuance of the suit at the Supreme Court filed by six states of the PDP challenging the declaration of Bola Tinubu as president.

PDP counsel, Jegede informed the court that the discontinuance notice in SC/CV/354/2023 between AG of Adamawa State and 6 others versus Attorney General of the Federation was contained in the 3 schedule of documents to be tendered.

It is intended to support their counter affidavit against the APC’s claim that they are still maintaining a similar suit at the Supreme Court.

The Attorneys General of Adamawa, Akwa Ibom, Bayelsa, Delta, Edo and Sokoto states had on February 28 filed the suit before the Supreme Court challenging INEC’s declaration of Tinubu as winner of the February 25 presidential election without compliance to the provisions of the Electoral Act, 2022 and INEC guidelines.

They had contended that the provision for the upload of results from the BVAS to the IREV was not complied with before the INEC pronouncement.

However, in a preliminary objection at the tribunal, Tinubu and the All Progressives Congress (APC) argued that Atiku and PDP’s petition was an abuse of court process having filed a similar suit at the apex court.

Tinubu did not list the names of the 20 special advisers.
