Lebanon will propose Hezbollah disarmament August 31 – US envoy
BEIRUT: Lebanon will present a plan on Sunday aimed at persuading Hezbollah to disarm, with Israel expected to submit a corresponding framework for its military withdrawal, top US envoy Thomas Barrack said on Tuesday.
Speaking after talks with President Joseph Aoun in Beirut, Barrack said the Lebanese proposal would not involve military coercion but would focus on efforts to encourage Hezbollah to surrender its weapons — including addressing the economic impact on fighters funded by Iran.
“The Lebanese army and government are not talking about going to war. They are talking about how to convince Hezbollah to give up those arms,” Barrack said.
A move this month by the Lebanese cabinet to task the army with drawing up a plan to establish a state monopoly on arms has outraged heavily armed Hezbollah, which says such calls only serve Israel.
Israel signalled on Monday it would scale back its military presence in southern Lebanon if Lebanon’s armed forces took action to disarm the Iran-backed Shiite militant group.
Barrack, who met Israeli Prime Minister Benjamin Netanyahu on Sunday, described that development as “historic.”
“What Israel has now said is: we don’t want to occupy Lebanon. We’re happy to withdraw from Lebanon, and we will meet those withdrawal expectations with our plan as soon as we see what is the plan to actually disarm Hezbollah,” he said.
Lebanese Prime Minister Nawaf Salam, after meeting the US delegation, said Lebanon had embarked on an irreversible path to place all weapons under state control, with the army due to present a comprehensive plan by next week.

Hezbollah chief Naim Qassem, in a recorded speech aired on Monday, criticized the government’s decision to disarm the group and urged officials to reverse it, saying pulling back “would be a virtue.”
While no formal proposals have been exchanged, Barrack said verbal commitments from both sides suggested a narrowing path toward implementation.
Economic consideration
Hezbollah was significantly weakened in last year’s war with Israel, which killed many of its top commanders and fighters. A US-brokered ceasefire ending the conflict obliges the Lebanese state to disarm all non-state armed groups.
Israel, meanwhile, has held on to positions inside Lebanon and its military has continued to carry out periodic air strikes it says target Hezbollah militants and weapons.
Qassem rejected a step-by-step framework under which an Israeli withdrawal and Hezbollah disarmament would proceed in parallel.
Qassem said Hezbollah would not discuss a national defense strategy until Israel fully implemented the ceasefire agreement signed on November 27.
“Let them implement the (ceasefire) agreement … then after that we will discuss the defense strategy,” Qassem said.
Barrack stressed that any disarmament initiative must address the economic impact on tens of thousands of Hezbollah fighters and their families, many of whom rely on Iranian funding.
“If we’re asking a portion of the Lebanese community to give up their livelihood — because when we say disarm Hezbollah, we’re talking about 40,000 people being paid by Iran — you can’t just take their weapons and say, ‘Good luck, go plant olive trees’. We have to help them.”
He said Gulf states, including Qatar and Saudi Arabia, were prepared to support Lebanon’s economy — particularly in the south, which is Hezbollah’s stronghold — as part of an initiative to provide alternatives to Hezbollah’s payroll system.
Barrack said discussions were under way to build an “economic forum” backed by the Gulf, the US, and Lebanese authorities that would offer sustainable livelihoods “not determined by whether Iran wants it or not.”

TRAGEDY: Three Killed As Two Helicopters Collide Midair Near US Airport
Three people have been killed after two helicopters collided midair and crashed into a field near an airport in Oregon, United States, triggering an emergency response and the closure of a major highway.
The fatal incident occurred on Thursday afternoon, October 29, 2026, near McMinnville Municipal Airport, approximately 35 miles southwest of Portland, Oregon.
According to reports, the collision involved a Robinson R22 helicopter and an Airbus H125. The aircraft reportedly collided at about 2:15 p.m. local time before crashing into a field near Highway 233.
The Yamhill County Sheriff’s Office confirmed that all three people aboard the two helicopters died in the crash.
The victims were identified as 22-year-old Maddie Aasbo, a flight instructor from Texas; Tyler Delane Sturdevant, 38, a pilot from Newberg, Oregon; and a student pilot from the United Kingdom whose identity was withheld pending notification of next of kin.
Emergency responders, including police officers, firefighters and medical personnel, rushed to the scene following reports of the collision.
Authorities said the crash site was located near the intersection of Southeast Amity-Dayton Highway and surrounding local roads.
One of the helicopters was reportedly associated with Jerry Trimble Helicopters, an aviation training school based at McMinnville Municipal Airport.
The school expressed sadness over the incident and confirmed that it was cooperating with law enforcement agencies and aviation investigators.
Meanwhile, the crash forced authorities to shut down part of Highway 233, approximately one mile west of Dayton, while emergency personnel conducted recovery operations.
Motorists were advised to avoid the affected area and use alternative routes as rescue and investigation activities continued.
The Federal Aviation Administration (FAA) and the National Transportation Safety Board (NTSB) have launched an investigation to establish the circumstances surrounding the midair collision.
The NTSB is expected to lead the investigation, with officials examining the aircraft and other available evidence to determine what caused the helicopters to collide.
As of the latest reports, authorities had not established the cause of the accident.
The incident has renewed attention on aviation safety, particularly the risks associated with helicopter operations and flight training.
The investigation is ongoing.

US Police Release Bodycam Footage After Dispute Over Three-Year-Old Soccer Prodigy
Police in Winter Park, Florida, have released body-camera footage showing officers responding to a dispute involving the parents of a three-year-old soccer player, Nevada Neymar Pierre, and officials of a youth football league.
The incident, which has attracted widespread attention online, occurred on October 24 at Martin Luther King Jr. Park in Winter Park after a league official reported a disturbance involving the boy’s parents.
The dispute centred on the participation of the toddler, whose soccer skills have drawn attention because of his age, and disagreements over how much playing time he should receive during matches.
Winter Park Police said officers treated the matter as a civil dispute rather than a criminal incident. No arrests were made, and no one was formally trespassed or forced to leave the park, according to reports on the incident.
The controversy has since raised questions about parental involvement in youth sports, the management of exceptionally talented young players and the importance of ensuring that competitive activities remain appropriate for children’s ages.
Nevada’s mother, Martasia Griffin, said she was advocating for her son after he was repeatedly taken out of games. She maintained that she was concerned about the way he was being treated and wanted him to have a fair opportunity to participate.
Griffin’s account contrasts with that of the league director, who reportedly said the decision to rotate Nevada out of games was intended to give other children opportunities to play.

The director also alleged that the young player had been pushing other children. The allegations have not been independently established, and the competing accounts remain central to the dispute.
According to reports, the league official contacted police after the disagreement escalated. Officers subsequently spoke with those involved and determined that the matter did not warrant criminal action.
The release of the body-camera footage has provided additional context about the police response, although it has not resolved the disagreement between the family and the league.
The youth sports organisation, i9 Sports, said it had contacted the family and begun reviewing the incident. The organisation indicated that it would speak with those involved before reaching conclusions.
As of Thursday, October 29, there had been no confirmed announcement that the review had been completed or that the league had issued a final decision.
Meanwhile, Nevada’s family has launched a GoFundMe campaign to help pay for his soccer registration, training, equipment, uniforms and travel expenses as they seek opportunities for him to continue developing his skills.
A report published on October 27 said the campaign had raised more than $33,300 at the time. The figure represents the amount reported then and may have changed since.
The incident has generated considerable public interest because of Nevada’s age and the attention surrounding his soccer ability. However, the disagreement also highlights the challenges youth sports organisations face in balancing individual development with participation, fair play and the welfare of all children.
While parents may want talented children to receive opportunities that match their abilities, coaches and organisers must also consider the needs of other players and maintain clear expectations for conduct on and off the field.
For now, the police have concluded their immediate response without making an arrest, while i9 Sports continues its review of the incident.
The outcome of that review may help clarify the circumstances surrounding the dispute and determine whether any changes are necessary in how the league handles playing time, communication with parents and disagreements involving young athletes.

Hackers Leak Details of 41,000 US Homeland Security Personnel in Major Data Breach
Hackers Leak Details of 41,000 US Homeland Security Personnel in Major Data Breach
A major data breach has exposed information linked to more than 41,000 employees and contractors of the United States Department of Homeland Security (DHS), including personnel working in immigration enforcement, border security, surveillance and undercover investigations.
The information was reportedly published online on Wednesday, October 28, 2026, in a searchable database containing names, telephone numbers, email addresses, job titles, office details and work assignments.
The disclosure has raised concerns about the safety and privacy of thousands of US security personnel, particularly those involved in sensitive operations whose identities and professional responsibilities may not previously have been publicly known.
According to reports, the leaked records include personnel from Immigration and Customs Enforcement (ICE), US Customs and Border Protection (CBP), Homeland Security Investigations and the Cybersecurity and Infrastructure Security Agency (CISA), among other DHS components.
Some of the information reportedly identifies officers and employees assigned to surveillance, special operations, digital forensics and undercover duties.
The exposure of such information could create security risks for affected personnel and their families, while potentially compromising sensitive investigations and operational activities.
The DHS confirmed that it was aware of a potential security breach and was working to address the situation.
The department said it was taking steps to protect its employees and would provide further information when more details became available.
How the Data Was Leaked
The disclosure was linked to an entity calling itself the Department of Peace, which reportedly provided the information to Distributed Denial of Secrets, a nonprofit organisation that publishes leaked documents and datasets.

A Swiss hacker and journalist known online as maia arson crimew subsequently developed a searchable database that allows users to browse the exposed records.
The group calling itself the Department of Peace reportedly justified the release by arguing that DHS collects information about members of the public and that the public should have access to information about the department’s personnel.
However, the precise circumstances surrounding the alleged intrusion remain unclear.
Distributed Denial of Secrets co-founder Emma Best said the information had been obtained through the Okta sign-on service used by DHS employees. The claim has not been independently verified.
Okta, the identity and access management company, said it had no evidence that its systems or data had been compromised.
Reuters reported that it could not authenticate the entire collection of leaked records. However, the news agency corroborated some employee details through external records and direct conversations with three DHS employees.
Some records reportedly contained information already available on public professional profiles, while others appeared to reveal non-public details about internal organisational structures, programmes and operations.
Security Concerns Over Exposed Personnel
The leak has raised concerns that publicly identifying employees involved in sensitive security operations could expose them to harassment, threats and other forms of targeting.
The disclosure of work assignments and internal contact details could also make it easier for malicious actors to identify personnel associated with particular investigations or operational units.
The risks may extend beyond individual employees to their families and colleagues, particularly if exposed information is combined with other publicly available records.
The incident also highlights the challenges facing government agencies responsible for protecting sensitive personnel information while maintaining accountability and transparency.
The Department of Peace reportedly presented the disclosure as an attempt to promote accountability. However, the publication of personal and operational information can create risks regardless of the motives claimed by those responsible.
Latest Developments and Previous US Government Breaches
The DHS incident comes amid a series of reported cybersecurity incidents involving US government institutions.
In September 2026, the FBI began investigating claims by the hacking group ShinyHunters that it had stolen sensitive information relating to bureau employees and job applicants through its recruitment website.
The Department of Defense has also faced scrutiny following a separate breach involving information associated with millions of current and former military personnel.
The latest DHS disclosure adds to concerns about the protection of sensitive government records and the potential consequences when employee information is accessed without authorisation.
As investigations continue, key questions remain about how the information was obtained, whether the entire dataset is authentic, which employees may be affected and whether the breach resulted from weaknesses in DHS systems or those of an external service provider.
For now, the department has acknowledged a potential breach but has yet to publicly establish the full scope of the incident or identify those responsible.
