Tinubu gets ultimatum to probe Edu’s request to transfer N585.2m into private account

A civil rights group, Socio-Economic Rights and Accountability Project (SERAP), has threatened to sue President Bola Tinubu if he does not probe the alleged instruction by the Minister of Humanitarian Affairs, Betta Edu, to the Accountant-General of the Federation to pay N585.2 million into a private bank account.

The payment was reportedly meant for disbursement to vulnerable people in Akwa Ibom, Cross River, Lagos, and Ogun States.

SERAP called on Tinubu to direct the Attorney General of the Federation and Minister of Justice Mr Lateef Fagbemi, SAN, and appropriate anti-graft agencies to investigate whether the N585.2 million has been paid into any private account, and to identify and publish the names of anyone who may have received the money.

Edu had in a leaked memo dated December 20, 2023, asked the Accountant General of the Federation, Oluwatoyin Madein, to transfer the said money from the National Social Investment office account to the UBA account of one Bridget Oniyelu.

However, Madein, while admitting to have received Edu’s request for the transfer of the N585.2 million to Oniyelu’s private account, said she did not oblige to the minister’s request.

Edu, who has received a barrage of criticisms since the memo was leaked, has claimed the leaked memo was part of a plot to blackmail her.

In a statement on Friday, through her media aide, Rasheed Zubair, Edu said the payment of the N585.2 million into a private account is legal in civil service.

“It is legal in civil service for a staff, the project accountant, to be paid and use the same funds legally and retire same with all receipts and evidence after the project or programme is completed,” the statement stated.

SERAP in a letter dated January 6, 2024 and signed by its Deputy Director Kolawole Oluwadare, gave Tinubu seven days to act or face legal action.

The organisation said anyone suspected to be involved in improper payment or diversion of public funds should be brought to justice, adding that any diverted public funds should be returned to the public treasury and paid directly to the rightful beneficiaries.

The letter, read in part: “The public interests in safeguarding against the perception or appearance of impropriety or corruption also require your government to remove the opportunity for abuse inherent in the payment of public funds into private accounts.”

“The Nigerian Constitution 1999 [as amended], the country’s financial regulations and international obligations impose a fundamental obligation on your government to ensure transparency and accountability in the spending of public funds meant for socially and economically vulnerable Nigerians.”

“Your government has a legal responsibility to ensure full compliance with the Financial Regulations 2009, prohibiting the payment of public funds into private accounts, to reduce vulnerability to corruption or risks of the funds being diverted for personal ends or other unlawful purposes.”

“Government officials hold positions of public trust. Public officials are expected to ensure compliance with Nigerian laws and international standards in the discharge of their public functions.”

“The persistent lack of transparency and accountability in the spending of public funds meant to take care of the poor raises issues of public trust, makes the funds vulnerable to corruption or mismanagement, and undermines the integrity of poverty intervention programmes.”

“Your government has a legal obligation to probe and prosecute allegations of abuse of office and corruption in the spending of public funds meant to improve the conditions of vulnerable Nigerians.”

“SERAP is concerned that successive governments have failed to ensure transparency and accountability in the spending of public funds budgeted for social safety-nets and poverty alleviation programmes and projects.”

“Any risks of corruption in the spending of public funds meant to take care of the poor would erode the effectiveness of the government’s oft-repeated commitment to address the impact of the removal of fuel subsidy on vulnerable Nigerians.”

“We would be grateful if the recommended measures are taken within 7 days of the receipt and/or publication of this letter. If we have not heard from you by then, SERAP shall consider appropriate legal actions to compel your government to comply with our request in the public interest.”

Tinubu finalises new cabinet list, bars lobbyists from UK residence

There are strong indications that President Bola Tinubu has finalised the names and roles of those who will form his revamped cabinet, PUNCH reported Saturday.

According to multiple sources within the Presidency, Tinubu has completed the list of ministers set to be retained or removed and was expected to release it on Thursday night, just a day after arriving in the United Kingdom for his two-week annual leave.

Amid growing economic challenges and the widespread protests that occurred in August, the President has been under increasing pressure, both from within his party, the All Progressives Congress, and external forces, to dismiss underperforming ministers.

Despite repeatedly issuing warnings regarding underperformance, the president’s cabinet has remained largely intact, with the notable exception of the suspension of the Minister of Humanitarian Affairs and Poverty Alleviation, Dr. Betta Edu, in January 2024.

During a three-day retreat for cabinet members and presidential aides in November, Tinubu introduced a Central Delivery Coordination Unit, overseen by his Special Adviser on Policy Coordination, Hadiza Bala-Usman. This unit was tasked with evaluating the performance of ministers and other top officials.

The President made it clear that these performance assessments would determine who would stay or leave the cabinet.

“If you are performing, nothing to fear. If you miss the objective, we’ll review it. If no performance, you leave us. No one is an island and the buck stops on my desk,” Tinubu told the attendees.

Nearly a year after the president’s cabinet was inaugurated in August 2023, reports suggested that a reshuffle was forthcoming, although officials remained unclear about the exact timing.

It was revealed that the changes would go beyond a simple swapping of portfolios. Certain ministries, such as the Ministry of Humanitarian Affairs, were expected to be scrapped, while other portfolios would likely be merged or split.

Speaking under anonymity, officials disclosed that while the list was initially slated for release on Thursday, the President decided to “sleep on it” for a bit longer.

“We are just waiting for the go-ahead. All I know is that we are expecting him to send the new names of those he wants to drop and those he wants to appoint,” one source shared.

Another official added, “I’m surprised the list did not come out yesterday. That list is nearly finalized.”

Reports suggesting that lobbyists were crowding Tinubu’s residence in the UK were also dismissed by officials. “That’s not true. Even if they know where he is, access is restricted. He’s resting, and no one can just walk in to see him like that,” one source clarified.

On September 25, 2024, the Presidency confirmed that a cabinet reshuffle was imminent, based on performance data gathered by the Central Delivery Coordination Unit.

Tinubu’s working leave in the UK commenced on October 2 and is scheduled to end on October 16.

Nigerians to process, obtain passports in their homes

Nigerians will soon begin to process and receive Nigerian passports from the comfort of their homes, without the hassle of physically appearing to be processed at a passport processing centre.

However, only Nigerians who are 18 years and above, and those who are applying for re-issue of their expired passports will be able to process and obtain the contactless passports while fresh applicants will need to appear and register their biometrics at a passport processing centre for their passports.

The Minister of Interior, Dr. Olubunmi Tunji-Ojo, announced the new strategy at a stakeholders’ forum where the contactless passport processing App was unfolded in Abuja on Friday.

Saturday Vanguard understands that the contactless passport processing project, which is meant to eliminate human contact as much as possible, is being jointly handled by two Nigerian firms-Irish Smart Technology and New World, which have been test-running the process for the past nine months.

The minister explained that the new technology was adopted to reduce the burden usually encountered by Nigerians at home and abroad in their quest to obtain a Nigerian passport and save them from being exploited by middlemen, who create artificial hurdles to fleece them.

Tunji-Ojo disclosed that the App had been designed to take care of every requirement for the issuance of Nigerian passport and make it seamless for applicants to obtain the travelling document with record time.
The minister announced that with effect from April next year, passport production will be centralized in Nigeria as no immigration attaché in any foreign mission would be allowed to approve visa issuance.

The minister also disclosed that the President has approved the retention of 50 per cent of NIS internally generated revenue to be able to handle most of its operations and reduce the delay in passport processing and other vital services being rendered by the agency to Nigerians at home and abroad.

He also said that no fewer than 32 forward operational bases are being built across the country to enhance the operations of the NIS and strengthen national security.

The Comptroller-General of the NIS, Mrs Kemi Nandep, told the stakeholders that the move for contactless passport issuance was to reduce the inconvenience associated with physical processing and to strengthen the security of the Nigerian passport in line with international best practices.

FG rolls out employment programme for jobless Nigerians

The Federal Government, through the Ministry of Labour and Employment, is set to introduce the Renewed Hope Labour Employment and Empowerment Programme (LEEP) this month, aimed at providing job opportunities for unemployed Nigerians.

Nkeiruka Onyejeocha, the Minister of State for Labour and Employment, made this known on Thursday in Abuja.

She noted that LEEP is part of the government’s ongoing efforts to address unemployment and boost the country’s economic growth.

According to Onyejeocha, “LEEP is a comprehensive suite of interventions aimed at job creation,” spearheaded by the ministry. She highlighted that the initiative is designed to generate 2.5 million direct and indirect jobs annually while safeguarding the welfare and safety of workers nationwide.

“Through the LEEP Digital Nomads pillar, we will develop and nurture the talents and expertise of our significant youth population, enabling them to access 10x income revenue streams from the global job market. This will be achieved by enhancing their digital literacy and global remote work offerings,” Onyejeocha said.

The minister also revealed that the LEEP Vocational and Entrepreneurship Programme (VEP) would focus on providing industrial and cottage skills training, equipping individuals with the tools for employment and entrepreneurship.

“We will upgrade and expand our National Electronic Labour Exchange (NELEX) platform to accelerate automated recruitment processes for all types of employment nationwide,” she added.

Onyejeocha further disclosed that, under the LEEP Job Fairs, the government will collaborate with private sector employers to host annual events that connect job seekers with employers and partners across Nigeria.

She also mentioned the LEEP Center for Learning Spaces initiative, which aims to upgrade and modernize the Ministry’s existing facilities and those of the National Directorate of Employment (NDE), to cater to the growing demand for apprenticeships, production hubs, and business incubators.
