Another explosion rocks OML 40, 10,000 barrels affected
Another explosion on Tuesday November 3 rocked a production facility in Oil Mining Lease (OML) 40, impacting about 10,000 barrels of oil per day.
The explosion, it was learnt, occured four months after a similar incident at the same OML 40 had killed seven people in July this year.
The Nigerian Petroleum Development Company, an upstream subsidiary of the Nigerian National Petroleum Corporation, which confirmed this in a late night statement on Tuesday, added that no casualty or injury was recorded from the explosion.
The statement issued by the Group General Manager, Group Public Affairs Division, Dr Kennie Obateru, said, “The Nigerian Petroleum Development Company (NPDC), an upstream subsidiary of the Nigerian National Petroleum Corporation, has reported an explosion at a production facility in Oil Mining Lease (OML) 40 involving its partners Elcrest Exploration and Production Nigeria Limited while carrying out production evacuation at Gbetiokun Early Production facility.
“There were no fatalities or injuries and no significant spill in the incident.”
It also said, “There was, however, significant damage to the marine storage vessel, MT Harcourt, which will impact production by about 10,000barrels of oil per day.
“The NNPC has since commenced investigation to ascertain the cause of the incident with a view to averting future occurrence.
A similar fire incident on the OML 40 in July led to the death of seven people.
The NNPC then reported an explosion at its Benin River Valve Station (BRVS).
It said the explosion took place at the Oil Mining Licence (OML) 40, which is operated by the Nigerian Petroleum Development Company (NPDC), on behalf of the NPDC/Elcrest Joint Venture.
The incident, which occurred on Tuesday, July 8, at the installation of a ladder on a platform (Benin River Valve Station) for access during discharging of Gbetiokun production, unfortunately caused seven fatalities.
A detailed investigation of the cause of the explosion has started, while the Department of Petroleum Resources has been duly notified and Form 41 was being prepared for the industry regulator as required in circumstances of this nature.
The bodies of casualties have been deposited in a morgue in Sapele, while families of the personnel involved are being contacted by their employers: Weld Affairs and Flow Impact, which are consultants to NPDC.
According to Obateru, all personnel on board the platform have been fully accounted for.
The NNPC Group Managing Director, Mallam Mele Kyari, in the statement commiserated with the families of the bereaved.

FG borrows N3.8trn from CBN in 6 months, says new report
In the last six months of 2023, the Federal Government of Nigeria received an additional N3.8 trillion in what appeared to be a fresh Ways and Means borrowing, according to a provisional data published in the latest statistics bulletin for the fourth quarter of the year recently released by the Central Bank of Nigeria (CBN).
This is despite claims by the Minister of Finance and Coordinating Minister of the Economy, Wale Edun, that the President Bola Tinubu government had not borrowed money from the CBN.
The CBN’s provisional data showed that the total figure rose from N4.4 trillion at the end of June 2023, meaning that the cumulative Ways and Means balances due by the government grew to N8.2 trillion as at December 2023.

Total Ways and Means balances as at May 2023 when the Tinubu administration took over was N26.95 trillion. However, the balances were securitised as included as part of the federal government’s domestic debt profile.
A breakdown of the data shows that the balance at the end of June 2023 was N4.36 trillion, indicating that the prior month balances may have been moved to the Debt Management Office.
However, from July 2023, the balances increase every month, first to N4.5 trillion in July, then N5.1 trillion in August, crossing the N5.1 trillion mark for the first time.
By September, the total was N6.4 trillion, representing the single largest additional borrowing for a month with about N1.3 trillion. It then climbed to N7.2 trillion in October before rising marginally to N7.6 trillion in November.
At the end of the year, in December, the total hit N8.21 trillion, suggesting that Ways and Means increased by 88 per cent in six months.
