Buhari fingers high profile persons behind Igboho, Kanu

High profile sponsors are behind the secessionist activities of the leader of the proscribed Indigenous People of Biafra, Nnamdi Kanu, and Yoruba Nation agitator, Sunday Igboho, President Muhammadu Buhari said this morning.

According to President Buhari on Friday, one of those found to be financing the agitators is a federal lawmaker.

The President said those sponsoring violence and making hate speeches to instigate disorder would be arrested and prosecuted.

President Buhari spoke in his Independence Day broadcast aired on television and radio networks.

Besides insecurity, the President spoke on the economy, food security poverty eradication and education.

Nigeria marks 61 years on Friday (today) as an independent nation.

Restating that Nigeria’s “unity is not negotiable”, President Buhari announced that while efforts were ongoing to prevent further misuse of the social media, the suspension of Twitter operations in Nigeria had been lifted.

It is however subjected to some conditions, he said.

He also said “Nigeria Roadmap on Local Refinery” was on track with the inauguration of a modular refinery in Imo State.

The President added that a second modular refinery will come on board in December in Edo State and a third in Bayelsa State in 2022.

On those behind agitators, he said further that the revelations were made possible by the arrest of two separatist figures: Kanu and Adeyemo, also known as Sunday Igboho.

The President, who said the Federal Government believes that every grievance by any section of the country could be resolved through dialogue, however, warned that any person or group found in the act of inciting violence would be arrested and prosecuted.

According to him, those who had caused serious chaos and violence did so through words, using lies, targeted hate speeches to propel violence, which had led to the death of many citizens and destruction of property.

He called on all Nigerians to reject the lure by those he described as “evil people” from plunging the country into further crisis.

Citing section 14(2)(b) of the 1999 Constitution (as amended), the President said the security and welfare of Nigerians remained the prime focus of his administration.

Buhari said: “Our resolve for a peaceful, united and one Nigeria remains resolute and unwavering.

“That said, our hope is not to fight for peace. We can always settle our grievances peacefully without spilling any blood.

“I will therefore take this opportunity, on this special day that symbolises the unity and oneness of our great nation, to ask all Nigerians to embrace peace and dialogue, whatever your grievances.

“Nigeria is for all of us. Its unity is not negotiable. And its ultimate success can only be achieved if we all come together with a common goal of having peace and prosperity for our nation.

“We shall continue to work on dialogue-based solutions to address legitimate grievances. But we remain ready to take decisive actions against secessionist agitators and their sponsors who threaten our national security.

“The recent arrests of Nnamdi Kanu and Sunday Adeyemo, and the ongoing investigations being conducted have revealed certain high-profile financiers behind these individuals.  We are vigorously pursuing these financiers, including one identified as a serving member of the National Assembly.

“Fellow Nigerians, this is a clear example of how people abandon their national leadership positions for their selfish gains. Instead of preaching unity, they are funding and misleading our youth to conduct criminal acts that sometimes lead to unfortunate and unnecessary loss of lives and property.

“As the so-called leaders run abroad to hide, our innocent youths are misled and left in the streets to fight for their senseless and destructive causes.

“Government will continue, with greater level of peoples’ participation and in collaboration with our international partners, to improve the security architecture, reduce enabling environment for criminality to thrive and eliminate opportunities for terrorism financing.”

Speaking generally on security, President Buhari noted that progress had been made in the fight against terrorism and banditry, which had been the major features in the northern part of the country.

According to him, to support and sustain the ongoing campaign to keep the country safe and peaceful, the armed forces had recruited over 17,000 personnel, while the police had been granted leave to recruit 10,000 personnel yearly for the next six year.

More than 8,000 terrorists had surrendered as evidence of the various efforts, Buhari said.

He added: “As our economy continues to open after the COVID-19 related lockdowns, we have also seen the resurgence of insecurity in certain parts of the country.

“In the last four months, the gallant men and women of the military and security agencies have made tremendous progress in addressing these new security challenges. We are taking the fight to our enemies from all angles and we are winning.”

Buhari said the Integrated National Security and Waterways Protection Infrastructure, the Deep Blue Project, was launched to secure Nigerian waters up to the Gulf of Guinea.

On measures being taken to secure the country, Buhari said: “I am also pleased to note that most of the Air Force platforms we acquired over the past three years have started to arrive in Nigeria. These will positively impact our security operations in all parts of the country.

“In line with section 14(2)(b) of the 1999 Constitution (as amended), the security and welfare of Nigerians continue to be the prime focus on which programmes and projects of our government revolves.”

President Buhari, who identified the social media as a useful platform, said it had been misused to coordinate criminal activities.

He said he has directed the lifting of the suspension of the activities of Twitter in Nigeria as long as the microblogging site fulfilled some conditions.

He said: “As we embrace the digital economy in Nigeria, we are fully aware of the prospects and the perils.  Our policies have been developed to enable Nigerians to take advantage of the prospects and avoid the perils of digital technologies.

“Rather some users have misused the platform to organise, coordinate, and execute criminal activities, propagate fake news, and promote ethnic and religious sentiments.

“To address these negative trends, the Federal Government of Nigeria suspended the operations of Twitter in Nigeria on June 5, 2021 to allow the Government put measures in place to address these challenges.

“Following the suspension of Twitter operations, Twitter Inc. reached out to the Federal Government of Nigeria to resolve the impasse. Subsequently, I constituted a Presidential Committee to engage Twitter to explore the possibility of resolving the issue.”

The President lamented the effect of the COVID-19 pandemic on the country, saying that the last 18 months had been the most difficult in the history of the country.

He said: “Nigerians came together as one to fight against COVID-19. It is this attitude and by the special grace of God, we continue to survive the pandemic as a nation and indeed, provide leadership and example at regional and international levels.

“The doomsday scenario predicted for our country never came. Even as the Delta variant continues to spread, we have built the capacity we need to respond now and into the future,”

He cautioned Nigerians against taking the pandemic lightly, admonishing that they adhere to public health and social measures, put on mask on and get vaccinated.

He said: “We can control this pandemic, but it requires effort on everybody’s part. The investments we made in response to COVID-19 will also serve our country to tackle any future disease outbreaks or pandemics.”

The President rejected the lack of easy access to COVID-19 vaccines, saying: “I will take this opportunity to remind the global community that the current state of access to COVID-19 vaccines is unacceptable. We cannot afford a situation where a handful of countries keep the global vaccine supply to themselves at the expense of other nations.

“We must act now to accelerate equitable distribution of COVID-19 vaccines. This is the message I conveyed to the international community in New York last week.

“As we push to source vaccines for our immediate needs, we shall invest more to support our pharmaceutical and research agencies to come up with ideas for locally developed vaccines. Should another pandemic arise in the future, our question is simple; will Nigeria be ready?”

Buhari said the Ministries of Finance, Budget and National Planning, Health, Education and Science and Technology have been directed to work with local and international pharmaceutical companies and research organisations to enhance Nigeria’s domestic pharmaceutical capacity.

“Already, the Nigerian Sovereign Investment Authority is raising a $200 million fund for this initiative that will complement the Central Bank of Nigeria’s ongoing N85 billion Healthcare Sector Research and Development Intervention Scheme to support local researchers in the development of vaccines and drugs to combat communicable and non-communicable diseases, including COVID-19,” he stated.

Speaking on the ongoing reforms in the oil and gas sector, Buhari acknowledged the achievement made in passing the almost two decades old Petroleum Industry Act (PIA), adding that the new law would help in removing the dark corners in running the nation’s oil sector.

Poverty biggest threat to peace in Nigeria – Tinubu

President Bola Tinubu on Friday said hunger and poverty have remained the biggest threats to peace in the country.

This is as the president also called on governors across Nigeria to remain focused on delivering tangible results that improve the lives of their people, urging them to disregard armchair critics who merely seek to distract from the work at hand.

Speaking during a two-day visit to Katsina, President Tinubu told the governors that the accurate measure of leadership is a positive, visible impact.

Tinubu, in a statement by his spokesman, Bayo Onanuga, was quoted as saying, “Let the people be at the heart of your programmes. Your hard work and concrete achievements will answer any criticism. Ignore distractions—your results will speak for you.”

He commissioned a 24 km road, which Governor Dikko Umar Radda completed within 18 months. The President also commissioned the Katsina Agricultural Mechanised Centre.

The road commissioned was the Eastern Bypass, which stretched from Dutsin-ma Road through Kano and Daura Roads and terminated at Yandaki in the Kaita Local Government Area.

“We have decided on peace and stability. I know you face terrorism and banditry attacks in the state, but you have shown determination and courage to move Katsina State forward. You will not walk alone. The federal government will be with you,” he added.

According to the statement, “President Tinubu noted that hunger and poverty remain the biggest threats to peace in the country.”

He further said, “The economy is sailing in the right trajectory. Today, we are seeing an effort to banish hunger and a commitment to food security and the empowerment of our people. Small and large-scale farming will be encouraged. Once we liberate ourselves from hunger, we will appreciate peace and harmony.

“The remarkable progress in the state will continue to be rewarded. I want to assure the Nigerian public that agriculture is the heart of our progress and must be for all. We have dedicated ourselves to food security. We must invest in mechanisation and water management. The old style of agriculture is gone,” he stated.

The president said the Bank of Agriculture will be resuscitated and properly repositioned to meet farmers’ needs and improve farming and agricultural production.

“The Bank of Agriculture is being revitalised. When resuscitated, the bank will make funds available for large, medium and small-scale farming,” he said.

President Tinubu commended Governor Radda for significantly impacting agriculture, healthcare, education, and infrastructure in less than two years.

“I listened to your report card. It is a big task. In just half of your tenure, you have made remarkable progress. The commitment you have shown and the efforts you have put into government are highly commendable. You are a patriot, a son, and a progressive mind with honesty.

“It was difficult during the election when you started, thanks to former governors like Ibrahim Shema, the bridge builder Aminu Bello Masari, and Waziri of the universe, Ibrahim Masari.

“I want to congratulate the great people of Katsina for making the right choice by electing Radda. We have been collaborating with him for the good of the state and the country,” the president added.

President Tinubu challenged the governors to pay more attention to agriculture.

“You have introduced a great, progressive movement in Katsina State by just tilling the land and putting the land to use. Farming will be our source of prosperity and growth.

“We should remove ourselves from reliance on oil and commit to agriculture. It will bring prosperity. I commend you for the mechanisation programme. It is a great investment, and I hope others can learn from it. The construction of the 24-km road speaks volumes about the effectiveness of the government. I say thank you,” President Tinubu said.

The president thanked past governors of the state for purposeful leadership and appreciated the traditional council, Katsina, and Daura Emirates for supporting the country’s unity, peace, and progress.

“Thank you for the great honour that you have given me. Your coming to the airport to receive me made me feel so welcome. I am your son, and I am one of you. You’ve demonstrated commitment and sincerity to the unity and peace of our country.

“God will continue honouring and raising you in grace for our country. For me, this is homecoming, and Katsina is home. Home to progress, development and freedom for good,” he added.

Governor Radda said the Katsina Agricultural Mechanised Centre will serve the 34 local councils in the state, noting that 400 tractors had been purchased with the federal government’s N25 billion intervention.

He said 160km of roads had been constructed and some rehabilitated within the state over the period, while power, water supply, and healthcare facilities had improved people’s lives.

Governor Radda also added that the Ministry of Agriculture had supplied the state with 4,000 pumping machines to enhance irrigation farming.

He said 448,000 metric tonnes of fertiliser were distributed to farmers last year, and this year, they will receive 400,000 metric tonnes.

The governors of Borno, Benue, Kaduna, Kwara, and Jigawa states attended the commissioning. Former governors Aminu Masari and Ibrahim Shema, as well as ministers of culture, solid minerals, and agriculture, were also present.

FBI, US drug agency seek 90-day extension to release Tinubu records

The Federal Bureau of Investigation (FBI) and the Drug Enforcement Administration (DEA) have announced that their search for records relating to President Bola Tinubu is still underway, with both agencies requesting up to 90 more days to complete the process.

The agencies aim to submit a joint report to the United States District Court for the District of Columbia by July 31, despite earlier expectations that the documents would be made available this week, following a court order.

The order was issued by Judge Beryl Howell on April 8 after an American citizen, Aaron Greenspan, filed a Freedom of Information Act (FOIA) request seeking documents tied to a 1990s drug investigation reportedly involving President Tinubu and others.

Judge Howell had previously rejected the agencies’ attempt to invoke a “Glomar response,” a legal strategy allowing them to neither confirm nor deny the existence of records. The court ruled that the agencies failed to justify withholding the information.

However, in a joint status update filed Thursday—signed by Greenspan, U.S. Attorney Edward Martin, Jr., and Assistant Attorney M. Jared Littman—the parties acknowledged that the agencies had yet to finalize their search or disclose the records.

According to the report, the FBI and DEA have started looking for responsive, non-exempt documents and expect to finish their search within 90 days. Greenspan, however, challenged the timeline, arguing that the agencies should expedite the release of already-identified documents within a week and complete the remaining disclosures within two weeks.

“The defendants have not provided any explanation for why the search should take three months,” Greenspan stated, adding that he plans to seek reimbursement of his legal fees totaling $440.22.

The agencies, on their part, proposed filing another joint status update with the court by July 31 to provide further progress details, while Greenspan pushed for an earlier report by May 31.

Presidential Adviser on Information and Strategy, Bayo Onanuga, downplayed the significance of the records, noting that the documents relate to events from over three decades ago and contain no new revelations.

Nigeria, UK sign MoU to combat cybercrimes

Nigeria on Tuesday signed a multilateral Memorandum of Understanding (MoU) with the UK to combat the menace of cybercrimes in the two countries.

The Attorney-General of the Federation and Minister of Justice, Mr Lateef Fagbemi, SAN, also launched the Joint Case Team on Cybercrime (JCTC), in response to the need for a coordinated and robust approach to fighting cybercrimes as contemplated in the Cybercrimes (Prohibition, Prevention, etc.) Act, 2015, as amended.

Fagbemi who signed the agreement , said the initiative was a transformative stride by the government to put an end to cybercrimes in the country.

“The Joint Case Team on Cybercrimes was birthed in response to the need for a coordinated and robust approach to fighting cybercrimes as contemplated in the Cybercrimes (Prohibition, Prevention, etc.) Act, 2015, as amended.”

According to Fagbemi, this is an initiative that marks a bold and transformative stride in Nigeria’s criminal justice system.

“Today is not merely the kick-start of a project, it is the birth of a vision, a vision built on a collaborative approach to combatting the menace of cybercrime.

” A vision that finds its foundation in the principles of synergy, coordination, and mutual respect among institutions committed to justice,” he said.

The minister said that although cybercrime was complex and constantly evolving and even though there was a national legal framework for combatting it, it was important to note that laws alone did not win battles.
“It is the people who interpret, enforce, and apply these laws that must be equipped, united, and empowered to act—swiftly, cohesively, and effectively.”

He also said that an effective criminal justice response required seamless cooperation between relevant actors, that is the investigators and prosecutors.

“International cooperation as a tool can only be effective if at national levels, there is collaboration which is constantly being strengthened and cybercriminals may exploit lack of coordination.”

For the part of the British Government, the Minister of State, Mr David Hanson said that his government was pleased to support and help Nigeria combat cybercrime.

He said that the team would enhance the government’s approach to crime and also help to improve the growth of the economies of both Nigeria and the United Kingdom.

He said the UK government was ready to help Nigeria combat fraud and other financial crimes that impede the development of Nigeria adding that cybercrime was a critical area that inhibited economic growth and development.

Also speaking, the Chief Judge of the Federal High Court, Justice John Tsoho said that the collaborative efforts between Nigeria and UK would undoubtedly enhance both country’s capacity to
investigate, prosecute, and ultimately deter the sophisticated criminal activities.

” Today marks not just an agreement on paper, but a tangible demonstration of our collective resolve to confront the escalating threat of cybercrimes.

“In an increasingly interconnected world, where digital space permeates every facet of our lives, the insidious reach of cybercriminals poses a grave danger to our economies, our institutions, and the very fabric of our society.

” The challenges presented by cybercrime are multifaceted and transcend national borders. No single nation or agency, can effectively combat this menace in isolation.

” It demands a unified front, a pooling of resources, and a harmonisation of our expertise,” Tsoho said.
He was optimistic that the MoU would embody the spirit of collaboration, foster a framework for seamless cooperation, intelligence sharing, and joint operations among the two country’s respective entities.

Tsoho who was represented by Justice Inyang Ekwo appealed to both teams not to underestimate the task ahead as cybercriminals were often highly organised, technologically adept, and operated with a global reach.

The News Agency of Nigeria, (NAN) reports that the team comprises the Nigeria Police Force National Cybercrimes Centre (NPFNCCC), the Economic and Financial Crimes Commission (EFCC) and the Nigeria Financial Intelligence Unit (NFIU).

Others are the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), Nigeria Computer Emergency Response Team (NgCert), from the Office of the National Security Adviser and the Federal Ministry of Justice, and
Federal High Court.
